• Third Party Evaluation Project at the 2013 National Education Public Welfare Organization Annual Meeting

The 2013 National Education Public Welfare Annual meeting discussed the major changes and current situation of the education sector in China. This provided guidance and consultation to educational public welfare organizations, helped to raise the influence of these organizations in society and offer suggestions for the development of education policies in an effort to raise the quality of education in China. In order to ensure an objective perspective, the Social Resources Institute acted as a third-party evaluating organization. Because of the institute’s past experience and understanding of educational public welfare projects, it was able to offer a neutral perspective on the plans, implementation and outcomes of projects in order to increase the effectiveness of the projects.

The Beijing Yifang Foundation was the sole sponsor of the evaluation project.

The 2013 National Education Public Welfare Organization Annual Meeting was an opportunity to discuss the changes in the sector and highlight research related to education in China. At the same time, a register of the education public welfare organizations was created for reference purposes. Over the course of the 2-day meeting, outstanding examples of research in education public welfare were shared. By inviting supporters and beneficiaries as participants of the annual meeting, key industry stakeholders were able to understand the developmental needs of the sector, encourage an exchange of information through mutual learning and the formation of new partnerships. The annual meeting hopes to improve the quality of education and raise the social influence of education public welfare organizations in order to provide constructive feedback for policy making.

The annual meeting was organized by the Western Sunshine Foundation, the 21st Century Education Research Institute and Shaanxi’s Chunshan Education Foundation. The Beijing Yifang Foundation was the main financial sponsor of the event and related research projects.


Partner Organization: Rural Education Action Program (REAP), Stanford

The Rural Education Action Program (REAP) at Stanford University is a program of The Centre on Food Security and the Environment (FSE), a research centre at the Freeman Spogli Institute for International Studies, in collaboration with the Chinese Academy of Sciences (CAS), Centre for Chinese Agricultural Policy (CCAP) and Northwest University in Xi’an, China. The goal of REAP is to effect policy change and conduct research to help the rural poor children in China. By giving these children access to basic healthcare and quality education, it aims to lift them out of poverty and contribute to China’s sustainable economic growth.

In August 2013, the Xu Family Charitable Foundation funded a REAP study with the objective to find the most suitable compensation structure for rural schools in China. The results of the study were shared with the Chinese government and REAP provided training to government officials, principals and teachers on the merits of the performance-based compensation structure. The information collected over the course of the study, was used to improve the learning abilities of the student and ultimately the raise the standard of rural education in China.
