In recent years, there has been an increasing spotlight cast on the management of public welfare institutions. In particular, regulating the finances of public welfare institutions as well as the effectiveness, monitoring and evaluation of projects. Despite the heightened interest, domestic participation in the sector remained at awareness levels. Prior to this project, there had not been any study committed towards effective management of public welfare projects due to a lack of knowledge and practical experience.
The Social Resources Institute embarked on this research project, funded jointly by The Chen Yet-Sen Foundation and the Beijing Yifang Foundation, to establish a “Design-Monitor-Evaluate-Learn” (DMEL) system targeted at improving the effectiveness of public welfare projects from within the organization. The DMEL concept was taught in five institutions in order to build a team of coaches equipped to teach the DMEL system throughout the industry.
